Child Protective Services should be called Parent Protective Services

I have decided to right my frustrations on this blog over Child Protective Services. I feel that there is a serious error, loop hole, or major link missing in our system. About a month ago, a 3 year old girl, who spent only 8 months out of her life with her mother, was killed by her mother's boyfriend. How is a girl returned to an environment that is proven to be dangerous? Please understand, I am not attacking those that work for Child Protective Services, only the laws that surround the system. I don't understand how a mother can have 3 other children taken from her and go to the hospital have another child and have no one to watch after that child. What is going on in the system that we cannot have something set up to watch for this? I know the laws are there to protect those that are good parents so that people cannot falsely accuse, but those that have nothing to hide will be able to prove they have nothing to hide. Those that do have something to hide will hide.....is it that we have no laws set up correctly or that our funding goes to support those that do nothing to improve the quality of their children's lives?!
